• Dedicate major runways operating 365/24/7, with no restrictions;
• Provide U.S. Customs and Immigration Services 24/7;
• Make available aircraft and cargo handling services;
• Provide a dedicated dual-customs terminal, with full facilities to link to intermodal trade (rail, land, water);
• Serve as a desirable location for a U.S.-Mexico Distribution and Logistics Center;
• Develop a free trade zone.
